Do you try to run around the yard, walk her on a leash and play with her? Is there another dog that she enjoys playing with that you could invite into the yard for her to get the idea?

Nine weeks is pretty young. She is probably scared. Do not drag her around. That will just make it worse. Get her outside in the nice short grass and put her down. Walk a few feet away and then call to her. Maybe offer a treat to get her to move. Keep at it and don't get angry or upset or you will have more problems. Make outside fun for her and she will soon learn the new feel of outside and be OK with it.

Put the leash on inside the house and let her drag it around, supervised, so she gets used to the idea of a leash. After awhile, pick up the leash inside the house and walk a few steps, and praise her. When she gets used to that, take her into the yard with the leash and if she behaves, praise her.

Consider a walk a gradual process. For now just get her used to the leash and having someone hang onto it for a few steps.

Yeah nine weeks is really young. Also if there is even the smallest step dogs that young are afraid to go near them. Definitely do not drag or coax or make her feel like she did something wrong.
