    80's comedy about gov't control to keep everyone 'normal'
    Can anyone help me find the name of the title to a movie (from the 80's or 90's)? The premise of the movie is that the world was collapsing, so the US government reverted society to when it was the happiest and most productive (the 60's I think). To maintain the society this way, they enforced handicaps on all the people to ensure no developments or advancements were made and to keep everything equal. Ie those who could swim faster would be forced to wear weight belts, and smarter people had to wear headbands that disrupted their thinking... the movie was a comedy and on the lighter side.
