In one word, no. If the mother of the children has a husband who is willing to adopt the children, then he can sign for them to be adopted. Otherwise, no.
Even if he COULD "sign over his rights" he would still be responsible for child support unless they were adopted by someone else.
If he hasn't seen them in 5 years why bother to sign over rights (even if it were possible). He doesn't exercise the rights he has so in theory it doesn't matter either way.
Walking away from his children sounds like a good idea to you?
