Are you trying to get an external email account? Do you have the MS Firewall Client installed? ISA Server has two basic proxies, the web proxy and the winsock proxy. The web proxy redirects the basic protocols for Internet access - HTTP, HTTPS and FTP. If your ISA server is well secured, you will selectively open the other protocols for specific user groups. This includes the use of SMTP and POP3. Connecting to an external email server places a high security expectation on the PC since it circumvents any virus scanning on your mail server and Internet connections. It allows for direct access to more harmful content and puts the resposibility of security on the shoulders of the user and not the higher level server based security.
If you are using a corporate virus scanner, then Port 25 may be blocked by default in your local AV client. Try and telnet to your email server with port 25 and see if it connects.
If you do not have the Firewall Client installed on your PC then your computer will not be able to access the Winsock Proxy that is required for POP3 and SMTP.
As a corporate standard, we block well known web mail sites and also do not allow POP3 and SMTP for our users. The risk is way too high.
