    Can I get my name on my sons birth certificate with out the mother being present in cobb county ga?

    No, not unless there's been DNA testing, you're the adjudicated father. Then the Court can/will Order that your name be placed on the birth certificate.

    What are the circumstances?

    No, unless she allows it to be on there. You will have to go to court.
