Pipe from our well broke outside, so I hired a licensed plumber who cut the old pipe off at the floor, and ran a new copper pipe to pressure valve inside, and a high pressure plastic pipe outside to the well. A couple of weeks later after three days of rain, the pipe that was broke outside and the 1 1/2 gavanized pipe he cut off inside about 6-inches above the concrete floor, let ground water come in, and flooded the downstairs. Plumber said there is not anything in the Illinois plumbing code that requries a cut off pipe that leads to the outside to be capped. What do you know. He dose not want to pay for the damages.

When you deadhead a pipe it's always good plumbing practice to cap them off. It's simply good sense. I don't know about your code but common sense should have prevailed here. Good luck, Tom
