Emergency heat is the resistance heat working in the indoor unit. Your outdoor heat pump is probably not working and that is why you have to turn on the emergency heat. Call maintaince to get your outdoor heat pump working but check your circuit breaker panel for your unit first to make sure the outdoor units breaker is turned on. The circuit breaker could be a easy fix.
