    Tenent verses landlord
    First I aske one thing, What is the correct amount a landlord is able to raise rent? What amout at a tim or year? He pays for nothing, we pay eletric, heat, water/sewer cooling.

    I can't even get him to put in storm windows as I only have single pane 40 year old windows. I am paying a large heating bill. 3 times what I paid for a 3 bedroom house with formal dinning room. This is a 2 bedroom with one bedroom closed out just to keep heat else were. Last year I found out there was no insulation under the floors in the entire apartment. It took 3 1/2 months to get them to replace it only because I got the state involved because the old insulation on the floor had black mold on it. Then they jumped.
    The next big thing is he is stealing eletric from me to power the fire/police alarm system, a 24 hour monitor sys as well as stealing hot water and heat from another tenent.

    Unless the apt is subject to rent control or stabilization the landlord is free to raise the rents to whatever the market will bear.

    Unless there is some local building codes that specify a level of insulation then there is nothing requiring him to change windows. That's probably why he doesn't pay utilities.

    You say he is stealling electricity? How, does he have some wiring going from the breaker box to outlets you don't use?
