Is child support supposed to be 25% of obligor's net pay plus health care, for two children?

OR

Is child support supposed to be 25% of obligor's net pay, and the health care cost is factored into that amount? In other words, if you were owed $1,400 for 25%, and health care cost was $400, then you would only receive $1,000.

It is hard to answer this question without knowing if you have a court order. If you have a court order it should state whether healthcare is included in the 25%, or whether healthcare was in addition to the 25%.

Healthcare costs are usually determined by the cirucumstances of the parents and their ability to obtain healthcare at a reasonable cost. Usually, if healthcare is not provided to either of the parents through their employers, then healthcare costs are split between the parents. That would mean if the healthcare costs are $400 per month, then each parent would pay $200.

If the court order does not specify this, then the custodial parent would most likely be responsible to pay the entire healthcare premium out of the 25%, but I believe it should be 50/50.

It can vary from state to state. Often health care costs are just an additional cost.
