Please be more specific, if you want to open an insurance agency, you find several companies to write for and rent a office, get an insurance license and go to work.

If you want to actually write policies and insure people, you will need millions in backig and investments, you will need to get each policy approved by the state insurance dept and prove to the state your ability to pay claims.
