Pennsylvania-Landlord keep security deposit
Can Landlord charge tenant an amount equal to one month's rent (& keep the security deposit) when tenant was supposed to move out on the 1st of the month but did not leave until the 3rd of the month?

Probably. By staying past the date the tenant was supposed to leave, it may have cost the landlord a tenant that was supposed to move in. So the landlord may not have been able to rent the unit for that month.

You can easily find PA LL/Tenant law online and look up deposits and PA law on return of same when vacating a property.

Actually, that's not true. PA is the only state whose legislature has not put their laws online yet. However there are a few private websites that have put many of their laws online. At the top of the Real Estate Law forum there is a sticky post that contains a link to one of those private sites.

In addition, to what Lisa said, this is a situation that may not be covered specifically by law.
The situation here is whether a landlord is required to pro-rate rent or not. That is often addressed in the lease and not by law.

As I recall there are some states that have not officially put their stats online, but also don't recall doing online search for any state stat that I didn't find online.
I'd suppose that these "unofficial" states' stats are being put online by pvt because. Or groups for their own purposes.

Not true. I have not been able to find them online over the past month and the link under the state list is no longer active.

I'd bet that you can find the closest county courthouse and its law library.
Even the most impoverished counties have some kind of law library containing their state statutes, and in PA (where I'd guess you are?)the PA statutes should be there for you to look at.
Also, there's almost always a lawyer or clerk around that law library to help you find the PA Statutes and the LL/T law therein.
Looking at the law books is really my preference even where the stats are online, as I end up staring at the PC screen way too much anyway.
It's amazing to me but I know it's true that some states don't yet have their laws online and sounds here like PA is among them.
Another resource on this kind of LL/Tenant question is your local Rental Association as it deals with LL/T and rental issues constantly, and it's probably going to have a little printed brochure re Ts' deposits, retaining or returning by LL, etc. and probably a quick phone call to that rental 'n would get you some answers here.
