The answer is quite simple in this: If he is a drug addict he should not be around both your daughter until he is ready to change. When you see that he is ready to change and that you can trust him around your daughter, then would be a good time to try to establish something from there. If he really has changed, try to forgive him and give him a chance to spend some time with his daughter. Make sure that you can really trust him in your heart.

Have you been to court to establish paternity, child support, and visitation? If paternity hasn't been established, you can refuse to allow him around your daughter. If it has been, he has a legal right to see the child, so you will want to go to court and be sure that those visits are supervised until you can be sure that he is off the drugs. Or, to be precise, when he files for visitation you go to court to be sure that the court knows about your concerns. And, of course, you have filed for support, right?

But legally, you probably can't keep him out of her life entirely. You can use the dangerous behavior to limit what he can do with his daughter.
