Teaching Dog to Fetch

How do I teach my 5 year old Shih Tzu to fetch. I have never been able to teach him. We play a lot. He will take the toy and run off with it. When I can get him to come back with it, I have to say "drop it" very firmly before he will drop it. I throw it again and again he runs off with it.
