    1. Have the persons doctor recommend it,
    2. get Three ( I beleve) family members or close friends to go to court to get a ordered evaluation.
    3. have the police do it if and when the person has proved a threat to thierself.
    4. get them to commit thierself.

    The rules to committ are hard, since even with obviouis mental issues they try and do everyhting in out patient, and normally only keep committed till they can be put on medication and put on out patent
