Thank you switch66 for the bad report you laid on me for trying to help. Sure gives me a warm fuzzy feeling answering your question. You have a FluidMaster ballcock. You actually have two problems. 1) your tank level's way too low **and** 2) you have a faulty seal in the ballcock that's restricting the flow giving you a slow filling tank.
Let's set the tank level first. There are two clips that secure the float can to the wire. These are the adjustments that control how high the water raises in the tank before it shuts off. Squeezing the clips and lowering the float can will drop the water level in the tank. The lower you set the can the lower the level in your tank. By the same token raising the float can will also raise the tank level.
Now for the slow fill: Sometimes the orifice in the seal will swell shut and slow the volume of water entering your tank. This is a common problem with these ballcocks. They have a small washer with a hole,(see image) in the center that swells shut in time preventing water from entering the tank.
Purchase a FluifMaster Seal#242 from your local big box store. To replace it you will have to shut the water off to the tank and take the tank lid off. Twist the top of the ballcock off counterclockwise, (see image in above post, ) and pull up. Pry out the seal and replace it. Reassemble, turn the water back on and give it a flush. Better now? Before you install the seal just open the angle valve a lttle bit to flush all the debris, close the shut off valve and install the seal as Tom have stated,good luck,
