If I would like to report someone that is illegally in this country how would I do it?
And what would I do?

Have you tried the following search? Reporting Illegal Aliens - Google Search
Do you also know all of the information as to why they might be here and what they might be doing concerning being here? If you don't, then I would suggest finding that out before hurrying to report them.

Ask yourself why you want to do this first... who is this person, why are they here, was their life that bad in their own country ,do they have family here who rely on them,if you were in their shoes would you be scared!.
Yes legally your doing the right thing, but how about holding out a helping hand to someone who's obviously in trouble...
My opinion only

Unless this person has committed some type of rather serious crime, the INS won't care if they are here illegally or not, they won't even investigate.
How do you think we got to the point of having millions of illegals here to begin with?

Call immigration, quickly! They will ask you questions, but you can remain anonymous if that is what you are asking. Call from a pay phone I think they have a 1-800 number. Call Homeland Security in your city, I am sure they will be interested.

Absolutely irresponsible, trouble making advice. If you don't have the courage to call from your own phone, stay out of it. Homeland Security has enough on its hands without these calls.
So if they are illegal and you want them investigated, then call, make a report, give your own name. Don't be a coward.

First call and report if that makes you feel better, but to be honest you can find 100 illegals in the parking lot of most labor centers or in front of Home Depo every morning looking for work, or in 1000's of factories all across america.
If the INS really wanted to catch them it would be easy to do. Even if they are stopped for a minor crime they are not keep and never sent back.
So some illegal just living and working somewhere in America is really no interest to immigration.
