    I am pregnant now , and I want my ex to sign over his parental rights to me.what if he refuses

    You can't force him to give up his rights - are you married to him? In some States he is assumed to be the father unless another person is DNA tested and declared the father.

    Don't put him on the birth certificate - he has the option of demanding DNA testing and being declared the father, or not. He has no rights (if you are not married and he's not on the birth certificate) until he actively moves to get rights.
