    SOUND Proof Ceiling
I Live in A Basement and I hear A lot of Noise from upstairs plus an Echo which makes it worse. Is there anything I can do (besides for adding sheetrock) To Block out the Noise? (like stick something in to the ceiling from the ac vents?)

From what you say this may be and unfinished basement ceiling with no insulation or sheetrock. You would need both to get anyway near sound proofing. If you do have some sheetrock up now then insulation will be very difficult and not very effective.
