Do non profit organizations have to pay gas tax?

I don't see how the gas pump could reduce the price at the pump, guess it can be done but never seen it done before or heard of it. I would imagine that non profits could recoup gas taxes paid via their tax return.. perhaps a CPA or qualified accountant could answer.
