Could very well be the sensor inside the fan. I've been looking on here just for a few minutes today and it seems to be a VERY common problem with hampton bay remotes. I would go to menards and get a hunter ceiling fan. They're much more reputable. Just my opinion, but I've installed several of them and none seem to have any problems.

I agree with the above poster, although it doesn't address the issue :)
Does the LED light up on the remote? Does the fan have pullchains?
You can always try adjusting the dip switches on the fan and remote to try another frequency.

It is 90% likely to be the receiver, 10% the remote itself. You will have to contact the manufacturer for replacement parts.

I have already gone that route - since Harbor Breeze is a product of Lowe's - the corporate office got me in touch with someone I did not understand - I bought a new Harbor Breeze over a year ago - made so much noice could not hear t.v. so exchanged it shortly thereafter - I have the light and remote with chains - power went out in neighborhood - now remote does not work - tried new batteries - light did work with chain - did not dim though - fan did work only with chain - tonight, a week later it only runs medium or off - can you imagine - a third fan in a little over a year - - Lowe's does not work on their fans - only installs new ones - at least that is what I was told this past Sunday - good luck -

They don't, you have to contact Litex (who makes Harbor Breeze) for parts to repair them yourself.

I agree with ceilingfanrepair as far as it being the receiver. The manufacturer of Hampton Bay is King of Fans. Their 800 number is: 1-800-330-3267. It helps to have the model number of the fan which may be located on the top of the fan.

King of Fans makes SOME of Hamton Bay's fans. We have a list of Hampton Bay numbers in our sticky.
