    Tacky photos
It's my first time printing out photos I'm doing everything
By the book, but they are taking far to long to dry
Even after 2 days they are still to tacky to put into
A photo album,I am using AMMO cartridges are they
Good or bad ones for this kind of work.

There are many types of photo paper out there. Make sure you are selecting the proper type of paper, and make sure the type you're using is actually compatible with your printer/ink.

Try printing the same picture on a different type of paper, even plain paper, and make sure THAT dries well, at least. As you've already noted, the problem might be a bad batch of ink, but I'd more inclined to believe you're "by the book" settings are improper for the paper you're using.
