Legal dating
If your parent or guardian gives you the permission to be wit someone who is over the age of 18, would it be considered breaking the law? Will he or she go to jail?

It depends on your state laws
What state are you in?
16 is usually the age parents can approve.
Some states at 16 you do not need parent approval

Age of consent in Connecticut is 16 BUT he can not be over 2 yrs older than you
So 18 is okay if you are 16.

Just a question, but why are you worried? Generally, it's the parent who reports the guy, and if yours doesn't mind, then it's no big deal, right?

I'm worried because this is someone who needs help who I happen to care about and she wants answers. I was thinking that too, if her parents know about him and have no problem with it then it's no big deal. But she wants to know if he would end up going to jail or not?

If ANYONE reports this, yes, he can be arrested.
I don't see parental approval or consent making a difference - it's against State law.
If you as a parent give your child permission/consent to drive a car at 12 years of age it's still against the Law - a parent cannot waive a law.
If a parent gives a child permission to shoplift - it's still an illegal act and the child can be arrested. The parent's permission/consent is meaningless.

Judy,
By the same token, if a parent gives permission for their kid to drink some of their wine in a restaurant, then it is legal. I understand that they have to be present when the child drinks it, but also there wouldn't be a requirement to be with you kid when he/she is having sex to make it legal if you approve. Similarly, it is illegal to get married before 18, unless the parents consent. So is this one of those things that it is illegal even if you have parental consent, or one where it is legal only if they consent?
Regardless of it being legal or not, they must be reported (or otherwise found out) to be arrested for it, and I was just commenting that in general, that is a parent that reports it, as they are the ones who generally care enough to report it, though anyone can report it. It is just more likely for a parent to than say, a best friend or sister.
Anyway, if you know whether it's something that can be consented to or not, and/or why, I'd appreciate it.

I use to have the state by state list of parental consent laws
But can't find it.
You could call Child Protective Services and ask them
I am sure they would know the exact current laws on this.

One thing has been missed here. There are no laws governing dating. It is not illegal to date someone younger. However, there are laws governing sexualy activity with a minor. So if your friend is not going to have sex with this 19 yr old, there would be no laws broken.
The gap between almost 16 and 19 is not a huge one, but its still significant. The 19 yr old may be going to college and thinking more about his career and future. The 16 yr old is entering a fun and games stretch of life where little is truly serious.
But, if this couple is being upfront and getting parental approval and they do not plan on sexual intimacy, then they should be OK.

My friend is ver mature for her age and people tend to tell her that she knows how to carry herself very well and in a nice manner. The 19 yr old is not in college and he works 2 jobs and does boxing and plays soccer so he is quite the busy guy.

Well, maybe it's different in different States but in NYS you cannot give your child permission to drink "some of your wine" in a restaurant - underage consumption of alcohol is illegal. Obviously it's OK where you live so, as I said, the law must vary. I've never heard that it's legal as long as the parent is there to witness it -
I HAVE investigated accidents involving underage drinking at private residences where the parents were present and the parents HAVE been criminally charged. Likewise I DO work bar surveillances where the owner is concerned about underage drinking and the bartender/hostess/waitress ARE criminally charged. If the drinking is done at your house (again, in NYS) your homeowners can refuse coverage because your illegal act was the proximate cause of the problem.
It isn't against the law to marry under age - you simply cannot marry under age unless you lie about your age OR have parental consent. I find nothing that says it's illegal. Two different things. Let me know how you see this -
I have no idea what you mean by the parent being present when the underage person has sex in order to make it legal - ?
What State (I'm curious) allows underage drinking, particularly in a restaurant, if the parent is present and gives consent?
Maybe someone familiar with the Alcohol Beverage Code in various States has the answers to the underage drinking -

(a–b) A minor commits an offense if they consume alcohol unless they are in the visible presence of, and have the consent of their adult parent, legal guardian, or spouse.
