    Hello cindy:

    If it was held for the reasons it was supposed to be held, and the underlying act, that the deposit was a guarantee for, has been performed satisfactorily.

    If the terms of the conditions for the deposit are meet, then it should be returned, If the conditions are not meet, it may not be returned depending on the contract agreement
