Brush off loose dirt with a stiff broom. Use a bleach and water solution to clean them up. Allow to dry and paint. Primer coat followed by top coat. It's easier to get paint to adhere to new wood rather than weathered wood. Some guys like to dunk the new shingles in a pail before nailing them on the wall.
