Do you know a resource that states what average construction costs are in US?
I'm looking for a resource or report or statistics that might show either regional or by-state costs or average U.S. costs for construction materials and labor and if/how much the costs have risen from January 2008 to June 2008 (whether it be because of prices of gas, shortages, regulations changes, or whatever)

    Thanks!

You can buy an estimating program called Xactimate. The material and labor costs are updated every quarter for every region in the United States. If you do not want to buy the program you could check with a local insurance adjustor and see if he/she will input your estimate into Xactimate.

Engineering News-Record Magazine has been giving those prices for many years. There is a charge but I don't know what it is. You could check their site.
