AC fan not working Compresser Runs Fin
I noticed my A/C was not blowing - checked the compressor was running. Opened the control box and turned the power back on and pushed the blower compartment safety switch. A green led on the control board lights and I hear a relay click, but the fan does not start.

I turned the system to heat with the same result.

I attempted to test the fan capacitor, but got no reading. (I shorted the terminals then removed a wire. Checked across the terms with my Fluke but it showed open.)

Do I need a Cap or fan or do I need to check something else?

Usually if the capacitor is defective the motor will at least try to run. Check to see if you have power going to the motor itself. Easy was is to set the thermostat to ON for the blower to operate all the time. Then check for voltage.
    Is the outside unit running?
