    My guess is that if you were to "google" each choice individually you would've found the correct answer in close to the same time it took to find this site and post your homework.

    Let's put it this way. There was a question about the constitutionality of the event.. The President at the time deftly side stepped it and justified it even though in theory this President was in favor of a very limited role of the Presidency.
