I would suggest starting by consulting the city and an insurance agent in the area where you will want to operate your business. Certain licenses may be required by the city and you will also need insurance. Those would be the first things that I would recommend doing.

Hopefully, others may be along to elaborate on the process from the point of the beginning of starting that sort of business.
