    Non-custodial visitation rights.
    I would like to know, in the state of Texas, if a father (non-custodial parent) is ordered in the divorce decree to keep the children full time in the summer and refuses to do so, what are my rights?

    No, actually I doubt the child custody orders him to keep them, what it normally does, it gives him permission to have them, but does not require him to do so.

    You need to re-read the custody paper work

    I've never seen anyone ordered to keep children but if he is to have custody in the Summer and somehow child support was reduced for this reason, then I'd take it back to Court as a changed circumstance.

    If you work and were relying on him for Summer child care you are going to have to make other arrangements and he will have to pay for at least part of those arrangements.
