Ghana like any nation has a department of immigration, Where is your citizenship ? Since she is your wife, an you know where she was born I will assume by knowing her personally you don't have to worry about the normal scams coming out of Ghana, they have 1000's of people in the US cheated every day on dating and marriage scams.

But since you are already married and know her personally I will rule this out, and you want her to become a Ghana citizen, not a US.

She merely has to make application to their government immigration department, also her ebanssy from Germany that is in Ghana should be able to give her some help in doing this.

A child can attain German citizenship by being born in Germany even if neither parent is German. However this only applies to children born on or after 1 January 2000.

A further condition is that one parent has been legally resident in Germany for eight years and has a right of unlimited residence or for three years an unlimited residence permit. Children who become German citizens in this way must however decide between the age of 18 and 23 whether they want to retain German citizenship or the citizenship of their parents.
