It is only as important as both people can agree it is. For many couples it does not exist, for others it is all. Assuming you are old enough to be having sex then you have to determine what is right for you

Oral sex is a one way street. Its more about dominance or servicing depending on how you look at it. When my girlfriend first gave me head I hated it because I thought higher of her than that. Now its essential during her period. Oral sex is only done on occasion, do pressure anyone and it should be brought up by the person that wants to give it. As for how long it should go on less than 20 minutes. If you meant how long it should go on before sex, as long as both parties decide, weeks, months, never.

How important it is depends on you and your partner.
As has already been stated, some people never have oral sex. (Yes, it may be hard to believe but I met my current wife when she was 45. She had been married for 26 years when her husband left her for a younger woman, she had never given or received oral sex.)
It is not mandatory or required but is simply up to the ones involved. If you both enjoy it, enjoy it as much as you want but if one of you is not comfortable with it, the other needs to respect that.

Well, I think it is a really good idea for every man and woman to learn how to have fabulous intercourse, how to move their genitals at different rates of speed, in different directions and all the wonderful nuances including muscle tightening that make for super enjoyable copulation.
Oral sex is popular, but my opinion is that it doesn't and shouldn't replace intercourse. We should all strive to maintain "spiritual" aspects to sex as a part of our sex life if we are interested in doing so.
