Ohh Boy, its critical to answer based on word 'hot'. I mean at given time, water would loose more heat that a tea, so may be that's why its easy to drink hot water.

Assuming both water and tea are at same temperature, their viscosity would play major role. As you apply heat to any liquid, its viscosity is going to reduce. However, at certain temperature water would be less viscus than tea. Due to this, when you drink hot tea, it maintains longer contact with mouth and more heat dissipation occurs at mouth-tea interface. This triggers up neuromuscular response from the brain and provide pain reactions. Similar phenomenon occurs with hot water, but lesser viscosity makes the interface contact for lesser amount of time.

Its like a series of cause and effect analogies. Hope this helps.
