If it matters the accounts were opened in Arizona and Nevada they then moved to Washington where he passed.
I just looked this up for somebody - and was surprised, by the way with the results.
It appears the debt is the responsibility of your mother-in-law.
The Law is: "A community property state is one in which married couples are considered to own their property, assets, and income jointly. In community property states, credit accounts opened during marriage are automatically considered to be joint accounts. The following states are community property states:

Louisiana
Nevada
New Mexico
