    Tenants rights
    I rented an apt with utilities included but the tenants down stairs have control of the only thermostat for the heat. My question is does my landlord have the right to raise my rent again for the bill because I have no control of it? Its always cold up here and the tenants always complain when I ask them to adjust it even a few degrees.

    I think he would be more likely to raise your rent if you COULD have the heat higher.
    Why would he raise your rent with the bill low?

    It is not a matter of control, it is just a matter that they are allowed to raise your rent unless you are on a lease. If you are on month to month rental, they may raise your rent with a 30 day notice unless you live in a rent control apartment ** in the few cities that have rent control.

    If you are on a year to year lease he can not raise your rent but I am pretty sure he can raise the utility bill portion to reflect the increase in gas and electric consumption but if they are controlling the heat and keeping the place too cold the bill would be LOWER than if it was up high the way that would like.
