Toilet doesn't drain after 2nd flush
Sometimes the bowl drains completely, then sometimes it just remains at the same level, It isn't cloged, or doesn't seam to be. Were also having trouble with the washer drain. When the washer tub emptys after the wash cycle it almost spills out of the drain pipe, then when it drains after the rinse cycle it spills out of the drain. When I run a hose in the washer drain, it runs through fine.

All of the other drains in the house i.e. sink, shower etc are draining fine.

Do you have a clean out on the main drain, I'd start there by rodding. It sounds like you have a plug after the toilet and wash tub come together. A hose doesn't release as much water per minute as a flush or washing machine, they can overwhelm a partially plugged drain.
