If pressure in other parts of the house is OK, try removing water saving disk in shower head (if there is one).

Most shower heads today are regulated to 2.5 gallons/minute... If you have an old shower head you may be out of luck 'cause they did not have the volume reducer, so you may be stuck with what you got.

However, if shower head say 10 years old or less then you may be able to remove the shower head and remove the volume reducing washer that is in the neck of the shower head... I use a screw to pull out little black washer or I just push through the reducer with a screwdriver... remove debris and re-install the shower head.

If you install a new head, just remove the reducer before installing it. I believe that this may help a little anyway.

Other then that I do not believe you can increase the volume. COuld also check for closed/half-opened shutoffs (could be under face plate to shower valve). Good luck!!
