I'm sorry sweetie, but without a name, I'm afraid your options are, well, none.

Are there any other relatives that might betray your mom, and give you his name, or do you think that even your mom is not 100% certain who your father is?

Good luck, but you got to get a name to have any chance at all.

 Well then I guess I won't be able to find out who he is.. Im 19 years old I deserve to know. I just don't know what to do, because she isn't going to tell me. So I don't know how else I'm going to find out.

Most likely a aunt, or uncle, or other family friend knows, they may not tell you but most likely know.
Most likely she feels she is protecting you from someone that was a bad mistake in her life. Or from some truth about her life that she does not want to relive or explain.

I just want to say I can feel for you in the situation. I have an adopted brother who will be turning 18 next month. My sister is his biological mom. She can not say which of about 5 or 6 maybe more? Guys he belongs to... we have a pretty good suspicion based on a picture... timing etc... and the 18 year old wants to know his dad. He is planning on going to try to find the father soon... We're not sure what kind of reception he will get from the father... that father has about 6 kids by other women if he is the right guy... so we're waiting to see what comes of it.
It might be that her telling you would open up a pandora's box in the family. There could be something she is afraid of getting out... it might be that she had lots of guys... or a one night stand, or perhaps a relative is involved... Or just that she never wanted the guy to find out...
If she won't tell, you can't force her, but you can try talking with her and letting her know that it won't change your feelings for her...
The only other ideas would be to try to become a bit of a historical detective figuring out where she was twenty years ago and who she hung out with... if she was at home, school, etc.. And who her friends were... if there were other family members, cousins or anything that she might have told something...
