Birth Certificates for home births with NO Dr or Midwife?
I know someone who had their baby at home with NO doctor or midwife involved. Can she apply for a birth certificate in FL? Are there any test that need to be ran before applying? How does this work?

She needs to take the baby to see a doctor to get certification basically stating that the baby exists, is hers, and is alive and healthy, and go and speak with someone at the local courthouse.
