Forget which is which, Every action has an equal and opposite reaction. Things that are moving, want to stay moving, things that are stopped, want to stay stopped.
The Bat and ball can demonstrate both.
You hit the ball, the ball keeps moving.
The bat striking the ball, you have both moving in opposite directions at impact.

First law: Ball will keep moving as it was before the bat applied force on it.

Second Law: "Rate of change of momentum is proportional to the impressed force".

Hence harder you hit the ball, more its acceleration (which is rate of change of velocity)
