Is the main valve and the water heater valve turned back on? Is it a gate valve? Is it old?
Many times a gate valve stem will break or simply shear the threads and not reopen. To open it you either have to turn the valve off prior to this one and bleed the pressure and remove the guts of the valve or open the valve while pressing hard on the handle to engage the stem. Or you can replace the valve altogether.
Or, you may simply have debris in the areators.
