    The breasts are made up of fatty tissue. General weight loss may reduce their size a bit. Doing pec exercises and weightlifting will strengthen the pectoral muscles and naturally lift the breasts. If breasts are extremely oversized, probably only surgery will reduce them enough so bras and clothing are comfortable and look pleasing.
