    Auto accident, one driver uninsured
My daughter was in an auto accident on the freeway, 3 vehicles involved. The 1st vehicle slowed or stopped and the driver of the 2nd vehicle rear ended the 1st vehicle and my daughter rear ended the 2nd vehicle. My question is, The driver of the 2nd vehicle was "unregistered" but did have his mothers insurance card, is my daughter liable?:

In a rear end collision the one doing the rear ending is almost always deemed to be at fault. In this case, I would just report it to your daughter's carrier and let them handle everything.

The registration is unimportant as far as auto damages and injuries are concerned; it is, of course, of interest to the Police.

Because your daughter was the last car in line (and I am not familiar with other than NYS) I would say, yes, she is responsible for the damages/injuries to the car in front of her; if the scenario is: 1st car stops, 2nd car hits first car, your daughter (in 3rd car) hits 2nd car and forces it back into 1st car - she is liable for all damages to car 2 and some of damages to car 1.
