    You can not publish their finicial information without their release.

    I understand that part, but what I want to know is if a tenant was a bad risk for a landlord can that landlord put him on a bad renters data web-site.

    Sure you can. Just be ready to defend what you said in court. If you can't, be ready to sign your house over to the tenant.
