My son is renting an off campus apartment at the University of Pittsburgh along with three other students . The four bedroom apartment was rented as including two balconies. At the time of leasing the two balconies were undergoing renovation but the agent guaranteed that the work would be completed by August of 2007. The balconies are still unaccessible and the exit doors to the balconies are boarded off causing what I feel is an unsafe condition. The work on the balconies has not even begun. Of course the rental agent, taking advantage of college kids, is doing absolutely nothing to remedy the situation. What recourse do they have to either have the balconies repaired or reduce the payment of their rent

The Allegheny county bar association is located in the city county building between Ross and Grant Streets and forbes and fifth.
On I believe the same floor as the law library (one of the top floors)
He can take almost any bus that goes down fifth avenue toward downtown and get off a couple stops right after the Civic Arena. I know the Negley bus goes right past there. The 500 and 100 don't.

If he goes there they should be able to help him there or at the law library one room over.
He could ask them if he can get out of the lease or find out about putting the rent in escrow until it is repaired.
Or what his legal rights are.
The landlord/tentant law for Pa. is
    StatutesPA/68.Cp.8.
If he wants to look it up at the law library.

This is the only site I could find on landlord/tenant laws in Pa.
