BIL or basic impulse insulation level is the dielectric insulation gradient of a material tested to withstand the voltage stress at a voltage impressed between the material and a conductive surface beyond the BIL rating, an electric tracking starts to occur which will then result into an arcing flashover to the conductive surface.

Insulation Coordination is the process of determining the proper insulation levels of various components in a power system as well as their arrangements. It is the selection of an insulation structure that will withstand voltage stresses to which the system, or equipment will be subjected to, together with the proper surge arrester. The process is determined from the known characteristics of voltage surges and the characteristics of surge arresters.

Home insulation [ 2 Answers ]

My new home (2 weeks old) is very chilly in certain areas and I discovered that the contractor did not totally complete the insulation in the attic; (used R-13 in the rest of it) and that he used R-11 in the garage ceiling (area below cold zones), with none on the walls. I thought R-30+ was needed...

The reason for my asking is someone has told me that it isn't wise because cold air doesn't rise anyways(I already knew that) and you would cut any heat off coming from the boiler and water heater that...
