I am having an issue with my HOA in El Cajon, CA. We purchased our condo in December 2006. From the day of purchase to recently we have been constantly har\rassed by our HOA. Most recently they came to our fence and shook it hard, and peeked over it, without first knocking or ringing the doorbell, when they knew I would be out of town. This scared my wife very much as she was home alone. Two other condo owners have gates in our complex and do not get harassed, ours was closed up as they threatened a fine if we kept it as a gate. They have towed our vehicles while they knew we did not have parking stickers, and without warning of needing them, they have also tried to prevent us from getting a satellite dish, even though FCC regulations say we can. They constantly harass the guests we have by asking rudely if they live there and where they are going. They discount any input I have at the HOA meetings. Are they violating any harassment/privacy laws and what can we do about it??

Sell and leave.

You're not going to change any of those little people. For the first time in their life, they have some authority, and they plan to USE it. I hate HOA's for the very reasons you mention.
