    Can a collection agency or credit card company send someone to your home or work to try and scare you into paying your debt?

    No they cannot. That's harassment, and it's illegal. You can turn around and sue them for $1000.00. If this is happenning to you, document everything, and file a suit in small claims court against the collections office.
