I was born in Germany. My biological father's name was never put on my birth certificate. I just found him 2 years ago. I am a Permanent Resident Alien. I was wondering if I could put his name with his consent on my birth certificate and become a citizen (he is American)? Any suggestions where to go or find out more info. No, even though your father is American, this does not make you a US citizen, since you were born on German soil, and your mother was not a US citizen.

Even if you put his name on the birth certificate, you will still not be an American until you go through the naturalization process (paperwork).

My wife is from the Philippines, and her sister married an American, and had a baby while still in the Philippines. Although the father is listed on the birth certificate, his son will not be an American until he finishes their paperwork for visas to the USA, then applies for citizenship here in the USA.

It's a double standard used by the INS - if an American woman goes to another country and has a baby there, the child is automatically a US citizen, even if the father is a resident of that country. It isn't fair, and should be changed - but the INS is even more arrogant than the IRS, and not enough people are willing to fight them to make the changes.
