If he has had nothing to do with him all this time then you do have full custody. I really think if it ain't broke don't fix it, we have seen here on too many occasions where someone in your position went after attempting to terminate rights or do something legally and only ended up fighting with the previously non-existent but now "all-of-a-sudden-wonderful-father-who-has-been-deprived-of-his-rights " who now gets more visitation than ever and makes everybody's life hell. I wouldn't invite any trouble into your lives if I were you. If it isn't there already and you have been able to make all decisions and not have to send your son to a jerk for visitations I wouldn't mess with what is already a pretty good situation. What exactly are you trying to achieve?

Im trying to get child support but the thing about it is I have been receiving public assistance for my son for all this time because I am disabled and can't work and his father hasn't ever helped financially

If you have been receiving public assistance, then talk to them. Such agencies are usually pretty good about going after child support to reduce what they have to pay. I'm surprised they haven't insisted on that.
