    Broken valve
    How can I turn off water when the valve has broken?

    What valve?

    If the sink valve is broken, you go to the main house shutoff and turn it off, and then replace the sink valve.

    If the main water shut off is broken, you go to the city main ( water meter) and shut the water to the house off there.

    If the city main valve is broken, call the city to have it replaced.
